this is broken so don't review yet

hi! I:

  • replaced our linters/formatters with a more modern (i.e. faster, more comprehensive, and more actively developed) tool
  • set up mise to ensure all tools are the correct version
  • added setup.bash script to set up the repository without thinking
  • updated github action & readme to reflect these changes
