replace requirements with poetry
introduce ruff
add typing throughout the code base
drop python 3.8, add python 3.11 (rabe standard), and add 3.x (latest python, currently 3.12)
figure out why code coverage is broken
move main entrypoint back to src/ directory for the sake of this diff
