DO NOT MERGE

This is a poc for an event driven DFMM sim workflow using the new arbiter-engine crate.
Note that upgrading to the latest arbiter versions was not backwards compatible with the current release of excalibur, so in order to get this pushed up and passing checks I had to nuke virtually the entire repo. We need to do the upgrade on a separate branch and get the changes into here at some point.
