Addition to #96 by @danigm to make it possible to use
salt-callwith Python 3.11 usingupdate-alternatives.Additionally fixes the builds for EL8 and other non-slingelpec cases.
NOTE: Before merging better to drop a5a529b in favor of original PR #96 as this commit was included to simplify the package build.
