update Gridmet_current.py

Update gridmet_current to determine date based on MST.

This release includes a new test script pkg/Gridmet_current.py to test whether gridmet has been updated today (ie with yesterdays climate, usually after 2pm MST). Added sys.exit() with either 0 for compete or 1 for fail, for the above script and the climate_etl script
