Description of bug

• When I use the block time greater than 1s, I face a wierd error of TransactionExecutionError.
• Although the issue goes away and everything runs fine when I decrease the block_time in the preset to 1s.

• Update the MADARA_BINARY_PATH variable here.

• Update the verisioned constants file path according to your locally cloned madara path here

• The testcase will pass or fail based on the value of the block time config in the preset here
