I think it would help some institutions, particularly governments, if the IPT only made outbound HTTPS requests.
One way is to provide HTTPS URLs to the extensions and vocabularies. I've implemented that for the sandbox here, but it would need testing to check it works. I'm not certain it would work for the vocabularies.
Another way would be to change the requests library in the IPT to force requests to rs.gbif.org to use HTTPS, which might be the safer option overall.
