This restricts the workflow permissions to only use what is absolutely necessary, rather that what is provided by the GitHub token. Additionally, downloading the test results is now done via an external workflow.

Publish the event file together with the test results. Further restrict the permissions such that the workflow can only use what is absolutely necessary.
