Adds two new workflows to create tags on the repo as
vYYYY-MM-DDandvYYYY-MM-DD-previewrespectively (e.g.v2024-11-15). When tagged these will trigger the actual release workflow.Auto-tag
previews weekly and full releases monthly. Both workflows can be triggered manually as well.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
