updates to work with astria-geth dev/ dir (#95)

## Description

This PR goes alongside a change to `astria-geth` in this PR:
astriaorg/astria-geth#56

This fixes the docs to explain how to install `astria-geth` and updates
relevant `just` commands to pass a `-f dev/justfile` flag.
