chore: simplify Dockerfile package install calls with bash wrappers

Our Dockerfile has grown quite complex, with multiple calls to apt-get and pip install, which repetitive housecleaning. Here I introduce some bash scripts that do the prep and cleanup work, making thins more DRY and less error-prone
