Add in code in
munge_noaa_nerr.pythat removes any air pressure observations < 980 mbar, converts them into nans and fills them with noaa nos data that is already fetched and munged with 02_munge/out/daily_summaries. If there are multiple noaa nos files, it chooses the first one. Air pressure records for nearby stations are very similar (see #68), and these anomalies represent < 1% of the air_pressure record. I also added a toggle into theparams_config_munge_noaa_nerrs.yamlfile calledfill_anom_w_nos.
