Release a binary to generate synthetic samples.

This release is for uploading a large binary file required to generate synthetic samples that can be used for the Graph Convolutional Transformer.
Place visit_list.p to a local path, and use graph-convolutional-transformer/synthetic_samples/process_synthetic.py to generate synthetic TFRecord samples.
