While I was investigating #10808, I saw several opportunities for improving error handling around HTTP errors, mostly by consolidating our logic that transforms errors into DimErrors, and handling cases where some errors go through
handleErrorsbut some didn't (like getting manifest metadata vs. loading manifest JSON files).
