Adds the Microsoft .NET 9.0 runtime that was released this week on 12 November 2024.

Testing

Executed locally to ensure it installed.

Impact

• ➕ Adds latest .NET runtime available to WinUtil users
• ➖ Downside is that it makes the list longer in the second column and under Microsoft Tools
