-d - Debug mode
-c - RCON password
-h - Host
-p - Port
-n - Username
-z - Server password

Notes

Download and unzip SAMPcmdNET.zip or download SAMPcmdNET.exe and put SAMPcmdNET.exe into your GTA San Andreas folder, where San Andreas Multiplayer is installed.
