Description:
This PR updates the project links in the Projects section of the AOSSIE website to open in a new tab. Previously, clicking on a project card would open the link in the same tab, navigating users away from the AOSSIE website. With this update, users can explore project details without losing their place on the main site.

Opening links in a new tab enhances the user experience by allowing users to browse project details without disrupting their navigation on the AOSSIE website.
