Open Project Links in New Tab on AOSSIE Website

Description:
Currently, when clicking on the project cards in the Projects section of the AOSSIE website, the links open in the same tab. For a better user experience, these links should open in a new tab instead.

Steps to Reproduce:

1. Navigate to the AOSSIE website.
2. Scroll down to the Projects section.
3. Click on any of the project cards.

Expected Behavior:
The project links should open in a new tab.

Actual Behavior:
The project links open in the same tab, taking the user away from the AOSSIE website.

Proposed Solution:
Update the anchor tags associated with the project cards to include the target="_blank" attribute, which ensures that the links open in a new tab.

Additional Information:
This change will enhance user experience by allowing users to explore the project details without losing their place on the AOSSIE website.
