feat: zniffer setting to capture at startup

Is your feature request related to a problem? Please describe.
When troubleshooting an intermittent issue, zniffer may need to run for a long time, and a restart could disable capturing at an inopportune time.

Describe the solution you'd like
I would like a toggle in the zniffer settings to capture at startup. This should probably not be implemented without #3973, and if that is also implemented as a toggle, it might make sense to disable this toggle unless that one is active.

Describe alternatives you've considered
As the current settings can be confusing when one doesn't know logging isn't capturing, I briefly considered requesting start/stop buttons in the settings, but then I realized that enabling this toggle and saving would trigger a restart, starting the capture, and disabling this toggle would also trigger a restart, stopping (and not restarting) the capture, so I don't believe it is critical that settings indicate whether or not capturing is active.
