[ZE] Create a theia-full sample dockerfile

The current selection of Theia packages in the theia-slim sample is fairly limited and based on https://github.com/theia-ide/theia-apps/blob/master/theia-docker/latest.package.json

If there is enough interest from the community, we could create a theia-full sample. It would likely be based on Ubuntu instead of Alpine, and include a more complete set of Theia packages, for example:
