Standardize logging across the Zowe components

Is your feature request related to a problem or limitation? Please describe.
The current log messages aren't standardized and on top of that doesn't start with the message id. From the z/OS world we are used to a standard of starting with message id that is findable in the documentation with information about the actions to be taken to solve the potential issue.

I want all of the Zowe messages to follow the structure
MSGID123 Content of the message
{8 characters Message Id} {Any other content such as time}

Additional context
API Mediation Layer support this format starting from Zowe 2.18 even if it doesn't support it as the default.
