Orphan notifications for disallowed comment

Zoo-wide Talk (section = zooniverse), Troubleshooting Board (board_id = 17), Comment ID = 3278119 was created on 2024-02-23, a notification was created for the new post (and received by [email protected] who is subscribed) -- see https://zooniverse.freshdesk.com/a/tickets/19183 where link was to https://www.zooniverse.org/talk/17/3278119 but there is nothing at that URL.

Is it possible that the comment was created, notification sent, but then was deleted once it was determined sufficient permissions did not exist to allow user to post (here, due to user not having confirmed email address).
