Can we add a skip page to the Ornithology ledger

One of the transcribers wanted to know if they can add a "skip" to the Ornithology ledger page and asked about how we gather full transcripts contents for ledger pages. There are some issues here:

1. If someone starts a page and doesn't finish it, does this count as a "page transcribed"? If so, then a lot of the "bottom" of pages may not be getting done. We should clarify to our transcribers how stuff is working and the truth is that I don't know.
2. The same transcriber wanted to have a "skip" button so she should skip an illegible or empty page. I think we should do that.
