I've literally tried EVERYTHING including getting newer versions of .net frameworks and other microsoft visual stuff and it still won't run.

simple-crosshair-overlay doesn't need any dependencies such as .NET: it's a native executable. So it's definitely not that you're missing any kind of setup on your side.

If the application is crashing on startup for some reason, then your best bet for figuring out why is launching it from a terminal. (Command Prompt or PowerShell on Windows). You might get some interesting log output that you could post here for us to analyze.
