When uploading a format file, if you've previously uploaded a file of the same name while having selected the same version of clang-format, the new upload will not overwrite the previously updated file, and thus the changes in the newly updated file of the same name will not be reflected.

Can you tell me what OS/browser you're using? I've had a look at it in Chrome and IE10 and I couldn't reproduce the issue.
If you press F12 and look at the network requests does it make a request to /format after you upload the file?
Ubuntu 16.04, Chrome Version 51.0.2704.106 (64-bit)
I'll check the network requests when I get a chance to tonight.
