浏览器非最大化或有缩放时像素点错位 #1

在以下两种情况时：

浏览器不在最大化状态
浏览器是最大化，但是内部缩放大于等于139%

会出现像素点错位的情况，点出来的点不在鼠标的位置，而是偏左上
