Perl depends on old versions of Visual C++ Redistributable #1371

On Windows 11, I am getting the following error when trying to build a dependency that depends on Perl. For example gvsbuild build openssl.

C:/gtk-build/tools/perl-5.20.0/x64/bin/perl.exe: error while loading shared libraries: MSVCR120.dll: cannot open shared object file: No such file or directory
Perl is required to build

Installing something like the redistributable for Visual Studio 2013 (C++ 11.0) might work, but it is no longer supported by Microsoft. We could have users install Strawberry Perl as part of the install instructions.
