The n-triples and n-quads spec appear to not support annotation syntax.

I would appreciate some negative test cases in the N-triples-star test suite to reflect this.

Correct.

Would you care to provide a PR?

The tests will end up in https://github.com/w3c/rdf-tests/tree/main/sparql/sparql12.

Whether the RDF-star will publish them as a WG test suite and rdf-tests maintains them is undecided.

Such tests would be useful, but eventually we probably need to come up with a testing strategy that updates the w3c/rdf-tests repository for RDF 1.2.
