Duplicate certifier information

In the guide it says that the detailed conformance statement, date, and report can be placed in the detailed conformance section, but in the techniques the certifier's name and credential are also repeated from the general conformance information.

The language is also slightly different with the conformance section outputting that the publication is certified by and the detailed section outputting that it was certified by.
