Add an option into the server for users to be able to have the webhook server run r10k jobs as background jobs.

To do this we need to research which background job runner would be a good fit for the project.

Ideally, it needs to be a system that can be configured via the app configuration struct rather than with Environment variables or any other external configuration process.
