Обсуждение проблемы: npm/cli#7089 (исправлено в npm v10.8.3)

Для фикса нужно создать папку вручную, на отсутствие которой указывает ошибка или обновить npm до версии 10.8.3 командой npm install -g npm@latest.

Вышел LTS релиз Node.js 22-й версии. Вместе с ним NPM там обновлён до 10.9.0, так что ошибка там исправлена.
