v15 Cannot move doctype properties between tabs

Bug summary

This happens in 15.0.0 and also in 15.1.0-rc.

See the video below. I want to move Property 2 from Tab 1 to Tab 2 but this seems impossible, am I doing something wrong? I thought dragging & dropping was the way in earlier versions at least.

Steps to reproduce

1. Create a doctype with at least 2 tabs and some properties.
2. Click on "Reorder" and try to move a property from one tab to another one.
3. Observe this is impossible

Expected result / actual result

It should be possible to move a property between tabs.
