Description/Solution

Create Cmakelists for MPAS dynamical core build (e.g. fv3atm/mpas/CMakelists.txt) and modify the UFS Atmospheric component Cmakelists (fv3atm/CMakelists.txt) to exercise this MPAS Cmake build.

@scrasmussen This has been completed as part of NOAA-EMC/fv3atm#873. We could add this piece after the generalization tasks, or whenever. It's not dependent on other tasks.
