Persist LED settings, and support per-layer LED settings

It seems desirable to have parity with Launch here, if it isn't too problematic to implement.

Persisting the color setting, at least, makes the color setting in the Keyboard Configurator more useful.

I am the proud owner of a Gaze16-3050 and I would like this A LOT.

Correct me if I am wrong here, because I am a newbie, but it seems like kbled_reset is being called when power to the CPU is being reset. Maybe `kbled_reset' should read a file, read the color setting, and then reset the color to the color setting.

Any idea where we would put this file? I am brand new to hardware development.
