Z-Lift not active during travel

What happened?

I try to activate retracting and Z-Lift for travel distance > 2mm, but it's does not work from what I see.
I'm not sure if it is a bug or if I have a wrong configuration.
I tried several configurations, but I was not successful.

Project file & How to reproduce

For example, in layer 3 there is the travel from the solid infill to the first perimeter, which is a travel over the complete part. Here I need first a retract and a Z-Lift before the travel. But this is never the case.
