Proposal: moving the PDF files into a storage service #18

Usually a PDF file might be too big compare to the plain text file. And people don't put big files into a git repository. So I'd like to suggest that we move all big files into a storage service, such as: Tencent Document.

Why not

Normally we use git repository to manage the version of files. But we don't have any reasons the modify the PDF files.
