Need tools for synchronized actions across multiple git repos

What would you like to be added:
We need to either find or develop some tools to make actions across multiple repos in our org:

• Create/Delete labels
• Create/Delete milestones
• Move tickets between project boards (eg when release finishes move remaining to backlog)
• Update GHA versions (since were using SHAs)

Tooling could live under releases repo

Why is this needed:
We often need to do these manually which is a bit error prone and time consuming, would be better to have some tooling for this.
