Add ISO 3166-3?

Sometimes it makes sense to include in listings "obsolete" countries (Ej: USRR, Yugoslavia, Czechoslovakia), for example when specifying the issuer of some (old) passport or document.

Those country codes are listed in https://en.wikipedia.org/wiki/ISO_3166-3

Perhaps it would be useful to have them (in separate files).
