Edit tool tip notifcation isn't showing until after screen capture

Bug description

Tool tip doesn't pop up until after the screenshot is complete.

Steps to reproduce the bug

• Take a screenshot
• Click 'edit'
• Finish editing
• Enter to finish the screenshot

Actual result: The tool tip is not displayed until after the screenshot (you get two notifications).

Expected result: The tool tip should pop up as soon as you go into edit mode.

Not sure why this is happening. If you debug it, it will pop up right before, so maybe a race condition?

I've consistently been able to display it.

@Tursko is your windows action center on focus mode or alarms only?

I'm not sure I won't be able to test until later, but the notifications after screenshots popup no issue. I get absolutely no notification until after the screenshot when in edit mode. The notification counter doesn't even increase.

I'm going to move this to 3.1.1, it's not high priority right now.
