DPI scaling should only scale when the actual dpi changes. Not when the display is inactive or whatnot (mostly speaking of laptops).

Testing results (WIP)
Single monitor 2k @ 125%: Pass
I changed the scaling a couple of times and it seemed to scale accordingly.
