Readthedocs doesn't use the makefile, therefore the change made here 186d710 causes readthedocs to drop api generation altogether.

As of now the files have to be tracked.

These might help:

  1. http://docs.readthedocs.io/en/latest/builds.html#writing-your-own-builder
  2. Support auto-generated API docs readthedocs/readthedocs.org#1139
