potential sponsorship discussions

as per discussed with @thchia, DBS may be interested in some form of sponsorship. use this issue for some open discussion and collect our thoughts around this topic.

meanwhile, we have a doc on current cost.

i don't have very specific thoughts yet but in general i think we can accept sponsorship if we can use the resources to foster community in our way, this may include:

• necessary infra
• create better content
• make venues more suitable and stable
