Also document the current way to index external materials in both production and staging.

related to #1201

Success Criteria

Add the word "staging" to the existing documentation about how to reindex our materials.

And add something to the README that says if we have to reindex partner materials, the most recent we can accomodate is _ and this is how. Also mention how it will work when it's updated. How it's designed to work when things are better.
