Remove beta banner from PDC Discovery (blocked until end of 2024)

Remove the blue banner from PDC Discovery once the service has been circulated in production to users throughout the rest of 2024.

To remove the banner, remove the content for the correct stanza in this config file.

NOTE: Per PRDS's preference, schedule this work for the end of the calendar year 2024 (end of December or early January).
