Places where tests already exist:

What are thoughts on what CI tool we should use? Having used Jenkins, GitHub Actions, TravisCI, and CircleCI: GitHub Actions is my current preference.

Pros: All config (even enabling) is via PR; workflows can be triggered on basis of path of changed files.
