Improve testing time periods

There are various periods in a TCR, such as listing period, vote commit and vote reveal which use block timestamps to calculate how long has passed and compare it to the parameters given when creating the TCR.

At the moment, in our integration tests, we set low (2-4 seconds) periods, and sleep when we want to test the next stage of the flow, which is not reliable and easy to test.
