Add some style so news items and the news index look decent. Make sure only admins see editing/adding buttons. Once this is done, things should be ready to go live!

Edit: Missed a thing! Currently fixing it. Fixed with a8ebed8

Added some basic styles, and hid buttons from non-admins.

If these changes look good, then instead of closing this, I'd like to remove the "priority" label, and later add extra javascript to clean up arrangements like the one in the attached screenshot.
