A recent github issue "Release 5.10.2 not starting any servers" has brought to mind a question: are there any end-to-end tests in GitHub Actions? Should there be more extensive tests? The command "terraform apply" doesn't appear in the .github/ directory.
Certain events (a commit, a pull request) might trigger an Action which launches a new set of github actions runners using terraform and terraform-aws-github-runner. Next, have another dependent job, or even another repository, that runs on these new self-hosted runners, and reports back the results.
