Describe your idea for a new feature

See phac-nml/irida#1138 for details

New API calls will need to be added to api module to accommodate new API calls added to IRIDA

New code flow for needed for the deferred upload steps.
This may be better served by a new script that uses the uploaders methods for generating SequenceRun objects and api calls, and not using the uploaders core code for the upload steps.
