Add SmarAct TTZV and other new PVs

Current Behavior

There have been some recent updates to the SmarAct IOC that adds new PVs. Many of these are useful, and should be available in our python class, for Typhos screen updates if nothing else. The Target-to-Zero-Voltage (TTZV) PV comes to mind, but I'm sure there are others. 

Expected Behavior

All relevant PVs are accessible.

Suggested Solution

Update the SmarAct classes as appropriate to get these PVs into our classes and screens.
